My daughter qualified for the POP Certificate for the Boxer she rescued. However, even with the certificate, the vets are quoting $300 and $400 additional dollars. We are so confused, I thought that the whole idea was to provide low cost care for a low income person and their dog. What do we do. She want to get him neutered.
